The authorities of Elbląg have announced the results of the competition for the concept of expanding the seaport. The winning consortium consists of the Warsaw-based companies WSP Polska and WXCA GROUP. The winners named their project “Gateway to the Baltic”.
Investments in the port are possible thanks to successful negotiations with the European Commission, which agreed to allocate approximately PLN 200 million from the European Funds for Warmia and Mazury for this purpose. The works are scheduled to be completed by autumn 2029.
Port Expansion and New Access Roads
According to the concept, the terminal on ul. Radomska will be expanded by 0.5 hectares, and on a site of about 30 hectares on ul. Żytnia, a completely new terminal with a rail siding will be built. The works will be carried out in three stages.
The first stage covers approximately 17 hectares and includes the construction of a quay and the necessary supporting infrastructure – administrative buildings, rail siding, and the first section of truck parking. The concept also allows for the construction of a port basin.
The first phase of the port expansion is estimated to cost PLN 100 million, while upgrading the access roads to both terminals will cost another PLN 100 million. Road works, including the construction of roundabouts near ul. Radomska and the Trasa Unii Europejskiej, as well as the redevelopment of ul. Mazurska, are expected to start this year, with terminal works beginning in 2027. All investments, as declared by Mayor Michał Missan, are expected to be completed by October 2029.
Multimodal Terminal
– “We focused on making the terminal multimodal, meaning it will have rail, road, and water transport, and also designed it to allow modular adaptation or changes depending on future needs in subsequent phases of the port expansion,” says Michał Missan, Mayor of Elbląg.
After the redevelopment, the port quay will be able to accommodate four vessels simultaneously, each up to 100 meters long, 20 meters wide, and with a draft of up to 4.5 meters. Along the entire length of the quay, a rail siding will be installed, allowing goods to be loaded directly from ships onto wagons. A technical road will also be built for mobile cranes and road transport. The terminal is designed so that its technological functions can be easily adapted in the future without costly and time-consuming reconstructions.
– “This will allow the port to adapt efficiently to changes in trade and transport over the coming decades, maintaining its competitiveness and functionality. An important part of the concept is also the provision of areas for storing not only general cargo and bulk goods but also oversized loads. This solution enables additional services for the metallurgical, energy, offshore, machinery, and infrastructure sectors, where large and heavy components are used,” the city authorities report.
