In 2024, PLN 780 million was allocated for road investments in Warmia and Mazury. GDDKiA opened a section of the S16 Borki Wielkie – Mrągowo expressway, almost 13 km long. The task included the construction of an expressway connecting the existing dual carriageway section of the S16 at the height of Borki Wielkie with the intersection with the Mrągowo bypass along national road no. 59 (DK59). Currently, intensive work is also underway on other investments in the region.
The General Directorate for National Roads and Motorways is currently preparing documentation for the construction and expansion of over 270 km of roads. Preparatory work for the construction of the S16 Mrągowo – Orzysz – Ełk and S5 Ostróda – Nowe Marzy is continuing as part of the Government Program for the Construction of National Roads until 2030 (with a perspective until 2033).

Work on the documentation is also underway for the expansion of DK53 Olsztyn – Szczytno, DK57 Szczytno – Szymany, DK51 Bartoszyce – Lidzbark Warmiński and Lidzbark Warmiński – Wichrowo and DK22 Fiszewo – Elbląg with the Jegłownik bypass. Designs for several smaller modernization tasks on the national road network are also to be prepared.

In the footsteps of the current DK16 between Olsztyn and Biskupiec, which GDDKiA opened for traffic in 2010, the S16 expressway will be built, almost 30 km long.

— The implementation has been divided into two sections: Olsztyn – Barczewo and Barczewo – Biskupiec. For the second of them, over 18 km long, we signed an agreement with the contractor in June this year. In September, we signed a contract for over 11 km of the Olsztyn – Barczewo section, thus completing the tender procedure and moving on to the implementation stage — the management wrote in a press release.

In the Warmian-Masurian Voivodeship, five investments have been planned from the government’s One Hundred Bypass Construction Program. In addition, the Dobre Miasto bypass is on the reserve list.

Since August 2022, drivers have already been using the Smolajny bypass. The Gąski bypass is at the implementation stage, and in 2025 we will announce a tender for the construction of the Pisz bypass. For the Szczytno bypass, administrative proceedings are underway to issue an environmental decision (DŚU).

— For the Olsztyn bypass, we have completed work on the Technical-Economic-Environmental Study and the acceptance procedure is currently underway. Next year, we will select the most favorable investment variant and submit an application for issuing a DŚU. We are also preparing a Study of the course of the Dobre Miasto bypass. Next year, we will select the optimal variant of the course of this investment — added the management.

In August this year, the Warmian-Masurian Voivode issued a decision on the permit for the implementation of a road investment (ZRID) for the Gąski bypass. The investment, in addition to the construction of the Gąski bypass, will include the construction of additional roadways serving the area adjacent to the bypass, the reconstruction of public roads colliding with the investment and the construction of viaducts, animal crossings, sidewalks and roundabouts. The project will include road lighting, vertical and horizontal markings and road safety devices (BRD).

Design work and works, together with obtaining a decision on the use permit, should be completed within a period not longer than 39 months from the date of conclusion of the agreement, i.e. in August 2027. Winter periods during construction works (i.e. from December 16 to March 15) are not included until then.

GDDKiA has completed work on the Technical, Economic and Environmental Study for the route of the bypass in the western corridor. Three variants of the route of the bypass have been analyzed. An internal procedure for assessing the Study is currently underway. The selection of the variant recommended for implementation will be determined by technical, economic, social, environmental, functional and traffic criteria. The planned date of implementation of the task in the Design and Build mode is 2028-2032.

The commencement of the implementation of the Pisz bypass in the Design and Build mode is planned for 2026, and the completion of the task and opening of the bypass to traffic in 2029. The commencement of implementation of the Szczytno bypass is planned for 2029 and completion in 2031. This task will be implemented in the traditional system.
